There is a solution to stop the mobs from looting, attacking, killing, hijacking cars: Have an Open Season on the mobs the second they start violence:
USE ANIMAL TRANQUILIZERS ON THE ANIMALS.
Pass laws to allow any citizen, property owner, Policeman, store owner, -to take up arms -and all citizens or Policemen to not be liable for the members of the mob who die from a tranquilizer because they were over-dosed on marijuana, fentanyl, heroine, cocaine, meth, or whatever.
